Laval Awards First Medals of the Order of the City as Part of 60th Anniversary Celebrations

To mark its 60th anniversary, the City of Laval has created a new honorary distinction: the Order of the City of Laval. The inaugural medals were awarded this week to seven individuals from a range of sectors who have made significant contributions to Laval’s development and reputation.

Launched as part of the city’s official anniversary events, the Order recognizes exceptional dedication in the fields of culture, health, education, sports, social development, and business.

“The recipients embody the values of pride, excellence, and solidarity that define our city,” said Mayor Stéphane Boyer. “Laval is built through the commitment of those who live here, work here, and dream here.”

2025 Recipients

Culture – Luc De Larochellière
A singer-songwriter originally from Laval, Luc De Larochellière is known across Quebec for hits like Amère America, Cash City, and Si fragile. His album Rhapsodie lavalloise, praised by critics, is a tribute to his Laval roots and suburban memory. His work has helped secure Laval’s place in Quebec’s cultural landscape.

Agriculture & Business – Jocelyn Gibouleau
Head of one of Canada’s largest farming operations, Jocelyn Gibouleau leads Groupe Margiric, a family-run business with over 500 employees. As a prominent figure in local and national agricultural communities, he has elevated Laval’s agricultural profile both at home and abroad.

Health & Social Services – Dr. Farid Amer Ouali and Dr. Tasnim Alami-Laroussi
Founders of Sourires Solidaires, a nonprofit dental clinic for vulnerable children, these two healthcare professionals provide accessible and compassionate oral care while promoting an inclusive approach in the healthcare system.

Social Development – Stéphanie Leblanc
Founder and former executive director of Maison des enfants le Dauphin, Stéphanie Leblanc has spent 30 years working with children and families in Laval. She helped create a unique community space that supports youth integration, educational success, and social development, especially among immigrant families.

Education – Yves-Michel Volcy
As director general of Laval’s School Service Centre, Yves-Michel Volcy has devoted more than 30 years to public education. A former teacher and respected administrator, he is known for advocating inclusive and forward-thinking educational practices across Quebec.

Sports – Pascal Vincent
Head coach of the Laval Rocket, Pascal Vincent returned to his hometown after a career in the NHL and AHL. Under his leadership, the team achieved its best season ever and earned several distinctions. He plays a key role in Laval’s athletic vitality and visibility on the national stage.

A Celebration in the Spirit of the City

The announcement of the recipients was part of Laval’s yearlong 60th anniversary program, which includes citizen forums, street parties, open-air theatre, musical zones, arts circuits, culinary events, and more across all neighbourhoods.

On August 6, a major concert at Place Bell brought together over 60 musicians from the Laval Symphony Orchestra, along with guest performers Guylaine Tanguay, Antoine Bareil, and the Laval Youth Choir.

“Laval was born from an ambitious vision 60 years ago. Today, it stands as a modern, inclusive city looking toward the future,” said Vimont city councillor and celebration spokesperson Pierre Brabant.

A Look Back

Laval was officially created on August 6, 1965, through the merger of 14 municipalities on Île Jésus. In six decades, it has grown to become Quebec’s third-largest city, with over 460,000 residents and a young population more than 20% under the age of 18.

The launch of the Order of the City reflects Laval’s ongoing commitment to recognizing those shaping its present and inspiring its future.
